Next he went after the vampire... that is, Councilor McDowell. Managed to eliminate her too, although he finally screwed up a bit. One of the other Councilors managed to catch on to what was going on, and busted him before he could cause any more trouble.
At least, that's how it should have gone! I'm not sure exactly what went down in the library, but whatever happened left Councilor Edgeworth nearly comatose and the clone lying dead on the floor... poisoned himself, I believe.
