It looks like Councilor Ae... um... Elf was behind all our problems... well, at least some of them.

She proposed the bill to suspend the investigation, and when I accused her of intentionally slowing us down she immediately attacked Minato! I thought it'd be more difficult than that... I didn't even have any real evidence... I probably wouldn't have even though of doing that if it wasn't for Tenshi's information...

I should see about getting Raidou put back as an Enforcer, too, huh?
