Greetings, Planeocrats!

We've got a few general announcements and bookkeeping things to take care of, so bear with me.

First off, two basement floors have been added to the dorms for large-sized Agents. These rooms are much larger, but furnished in much the same manner and proportionally just as large as standard Agent dorms. Essentially, they are one large room with two dragon-sized beds, as well as desks and dressers generally made to accommodate the creature dwelling within, the furniture will generally be rearranged if the new inhabitant has special needs. There are also dragon-sized bathroom facilities arrayed in much the same way as the standard Agent dorms.

Secondly, we are expanding the available ranks! Somewhat!

Players who've been active and have earned extra slots have been in a bit of an odd position, since the current limit is 2 Enforcers and 1 Councilor, and we've not really laid out a policy for that. So, we are now making an additional Enforcer and Councilor available, under the following circumstances.

An extra Enforcer slot is available to all players with 3 Agents (thus requiring one extra character slot minimum). One of these Enforcers must have worked their way up from the rank of Agent.

An extra Councilor slot is available to all players who have at least 2 Agents and 2 Enforcers (thus requiring one extra character slot minimum). One of these Councilors must have worked their way up from the rank of Agent or Enforcer.

We are going to be slightly changing the rules on accepted apps, when your app is accepted we will also be asking you to comment to the Taken page. This will help us keep it up to date more effectively. The requirement will be added to the standard app acceptance form.

Finally, we are also going to be adding a ranking page, that will be organized by department and rank. This will probably be up tomorrow.

Due to the storms hitting the east coast and that a fair few of our players may be without power for upwards of a week, we will be postponing our event by just a few days. I'm sorry for anyone that this upsets, but I think we all agree that it would be a bit unfair to run something while certain players are not able to participate due to circumstances beyond their control.

We should be resuming on Wednesday unless given reason otherwise. For those players on the east coast, please be safe!

I know a lot of you guys are still reeling from the Aethr situation, but I want you to know that I'm really proud of all of you. You all fought hard to save as many people as possible in spite of impossible odds, and you can hold your heads high knowing you succeed.

In honor of your efforts, your bravery, and your unflinching dedication, I, along with some members of the council, have set aside a fair bit of money to reward everyone for their hard work. I have some special items here that should aid you in further endeavors, take them with my gratitude.

ANY character that participated in logs in Aethr and aided with the general efforts is entitled to a reward, if your character wasn't particularly active please just forgo a reward for them, but I'm generally using the honor system. Most of you had at least one character really active, I know, so in general most everyone should be entitled to one.

All raw material items you may have forged into currently existing items or made into new ones, just specify your desire to do so when requesting it. If you want, you can hold on to it, just contact a mod before you choose to use it so we can OK it.]

And thus, the event has ended. Aethr has been destroyed, but some of its people are still alive and are acclimating to their new world. While you are encouraged to continue to take an active interest in their general integration and aid, that will all be left completely to the players. Note also that the actions regarding Aethr, both what you have already done and what you will do, will continue to effect the game from here on out.

For all characters that were tainted in some way, thanks to the efforts of the specialists a cure was created to minimize costs dramatically. The treatment is very similar to chemotherapy used to treat cancer patients but without the hair loss. It is also a fair bit more painful, most people will receive it while under a general anesthesia. If you received a mild version of the taint, your character will be in and out of treatment for one to two weeks, but after that they will generally be physically fit. Those with moderate taint levels can expect to be bedridden for about a week, and in and out of treatment for the rest of the month.

Characters with serious cases will require additional healing magic from the resident cleric. They will be bedridden for a week or two and in treatment probably for about a month, month and a half. In addition, they will now find themselves in some rather serious debt, and may need a corporate sponsor of some sort to help them out.

There are a few new things in the works, the most notable of which is a revamp of the ranking system. Departments have been added with different specializations, allowing your characters to move into either combatant or noncombatant roles that they are most suited to. Under the new rules, only Commander-rank Enforcers can promote to Councilors, but any characters who were already on track to do so may submit an application now and be accepted into the Under-Councilor position without first having to promote to Commander. Additionally, any current Specialists or Special Task Force Unit characters can move freely to whatever department and role they desire. Currently active Agents and Enforcers will all be accepted into whatever department and rank they desire, but are still required to apply. We encourage people to make use of this system, for future events we will be designing them around the idea of the departments and roles so as to provide something for everyone to do within their chosen specialty. Note also that committing to a role doesn't mean your character is pigeon-holed into just that, characters with diverse skillsets are still encouraged to use them, even if they have one particular set they use more often than the others. Indeed, a character isn't even required to enter a department at all, for some it may be perfectly IC for them to stay a general at large Agent or Enforcer, which is their right (although they may be looked down upon as underachievers).

As with the last event, we are requesting feedback on how the event worked and didn't work so we can make future events better. This time around I would like to stress that we want to hear the GOOD as well as the bad. For one thing it's extremely disheartening to only hear complaints after an event, and it makes us not want to run them in the future, which I don't think anybody wants. Also, knowing what people liked lets us keep doing it, so positive and negative feedback are both very important. Comments here won't be screened, you are of course free to use the suggestion post if you don't want to make the comments public.

As this is the end of chapter 1, we have updated our profile layout, banner and journal layout, do check them out as Sheepy has worked diligently to make our community less ugly and more bureaucratic. Although the two things may be somewhat mutually exclusive. Be sure to check the blurb at the top of the new layout regularly for small updates on current events or the weekly lunch schedule. Be sure to hover over the header to see the calendar for the current month of posts.

We are, as of now, officially opening the "Planeocracy" canon. You may now create OCs based on a selection of the worlds we have created (found on the Setting Information page). As with any other canon, you may have 2 characters as part of the "Planeocracy" canon, and they do not count as standard OCs for purposes of character limitations. You are highly encouraged to discuss Planeocracy characters with the mods before apping, we reserve the right to reject any application that does not meet the criteria of the established setting.

Minor bookkeeping issue, the World-Blending proposal post has been folded into the Event Calendar.

Finally, activity check! I got busy with the event last time around, so everyone got a free pass. This time you won't be so lucky!

While there are a few logs ongoing and a few posts and announcements yet to be made, consider the Carmen Sandiego plot finished. All the things have been returned and time dickery was liberally employed to cover things up.

Furthermore, due to the sheer number of holidays within this month in various worlds, the Council has closed its doors for the month of December. That means no jobs will be assigned, no votes will be held, and only essential personnel will be required to work for the month. What that means for your character is a month-long unpaid winter break (unless you're a Councilor, councilors retain stipends. STFU members and Specialists are required to report in regularly, but their duties are limited and they will generally be able to lay low as well).

Finally, activity check! To meet the activity requirements, you link a 5-comment thread or a post made after the last activity check. Characters who don't meet activity will be warned, and will have two weeks to achieve and link the activity or they will be dropped from the game.

Characters who joined the game within the last two weeks are exempt from activity check.

It has been brought to our attention that while advancement to Councilor is possible, it tends to favor more combat-oriented characters, which it really shouldn't since many Councilors are not particularly suited to field work. To that end, we have created the Specialist Enforcer role, a promotion to regular Enforcers that is based around skill in less combat-oriented fields such as research or engineering. Enforcers may now apply to either the Special Task Force Unit or the Specialists, and from either position they can be promoted to Undercouncilor, should they so desire.

I graduated top of the class at Cordon Bleu Academy in Paris, Texas followed by courses in the Brie School of Culinary, and the Gouda Better school of food prep. Since we noticed that players haven't been happy with how the current Bill system is worked we decided to go in and make several changes to the system:

First off, there will be grace periods where bills will not be screwed with unless the Loophole is very obvious (i.e: A Bill banning purple dragons will not ban Purple Dragons who paint themselves pink but will ban lavender dragons), and the incidents of bills being twisted to backfire on the proposer will be greatly reduced overall. Constant failure is just as boring as success, with the added problem of being frustrating.

And to help keep interest in the system itself, we should have more NPC Councilors involved to create more tension and conflicts - our apologies for the lack of that. For now on, at least one if not two NPCouncilors will get involved with various proposals made by PCouncilors.

Secondly, the NPCouncilors will also start proposing bills themselves of various usefulness, one a week. Sometimes they will be helpful, sometimes they're bad for the PCs, or can be just out and out there.

And on that note, to help prevent bills from dragging nowhere and dying on the floor we're setting a time limit: From now one, Bill cycle will start Sunday and end the following Saturday, and Bills can be put in no later then Tuesday. Discussion should take Four Days Max, and Three Days for voting.

And as a last note? Those of you Councilors who failed to vote or even discuss bills will be on watch. You have privilege that the Agents and Enforcers do not have, and are expected to do at least this much. Failure to act on any bill for two months will lead to a Demotion. to Under-Councilor.

And with that the event is OVER! The compound is up and running, the gates are back, and everyone is fine although some people may be spending some time in the infirmary with the healers.

We have a number of housekeeping issues, as is often the case.

First off, we want to apologize to a number of you. The event, at times, got a bit out of hand in terms of speed, many people were cut out of participation and several events we threw out greatly affected characters whose players we had not properly contacted and advised beforehand. Since our goal is to include everyone and insure they all have fun, this is to us a serious problem, and one we are resolving to correct in future events.

And on that note, while we have received a lot of positive feedback on this event, we definitely see room for improvement. Thus, we want some input from you, the players. What do you think worked? What do you think didn't work so well? How was the pacing? We're aware that the events do tend to drag during the final confrontation, but your input on how to prevent this and what you like will help us a lot for future events. Be aware, naturally, that we won't necessarily try or implement everything suggested here, but we do want to hear what you have to say. While we have a certain style and feel for running this game, we welcome feedback. Please be sure to include what did work well or what you liked AND what you'd like to see improved, balanced feedback helps us tailor the experience more accurately and not accidentally cut aspects people liked.

We have also noted we have a bit of a problem with organization, especially keeping up-to-date on info posts. To that end, and to help improve our events by giving us more manpower and ideas, we are adding a new mod! We'd like to welcome Chris to the team, he's an experienced mod with a great love for the game and way better at keeping things organized than I am, and we feel he will help us improve the game in many ways.

With the end of this event, it's time for some announcements.

Firstly, we have added descriptions and generally expanded the rank list on the promotion page. There are now two more positions open, the Special Task Unit, which is available to any Enforcer, and the Undercouncilor, available to Special Task Unit Enforcers.

Also, we are, as of now, allowing people to expand their character slots.

During an activity check cycle, if you make double the required activity in either two separate threads, two separate posts, or a post and a thread with all five of your characters, and you can gain one additional slot. This can be repeated every activity cycle indefinitely, so long as you can maintain activity with your characters. Should you not be attempting for more slots, you aren't required to meet more than the minimum one thread or post per activity check, no matter how many characters you may have.

And speaking of activity checks...

So yes, as most of you know the World post is frightfully out of date since describing the worlds is such a long and time-consuming process for us mods who don't know your canon. We are in the process of fixing this, but we have also changed the application so that the player apping the canon is now required to fill it out. If your world is currently NOT listed and you want to help us out, go ahead and fill this out and post it in either of the world posts so we can add it. This is entirely voluntary, but it helps us out a great deal. Thanks!

Hi all, now that the ball and the world event are winding down, we've got a number of announcements.

Firstly, we've done a bit of housekeeping, you'll note some of the info posts have been changed. The most important of these is the addition of a new community, [livejournal.com profile] plane_bills. We are slightly changing the way we handle bills now. Instead of keeping everything in a single post, whenever anyone, PC or NPC is proposing a bill, it will be proposed over the comm. You will still need to make a discussion and voting thread, and bills will function essentially the same, but this way whenever a new bill comes up everyone will see it. Even if you aren't a councilor, you can still propose bills with the 6-agent support rule, although only councilors can vote. Also, in some circumstances, non-councilors will be called to discuss and give input on the bills, so it's well worth it for everyone to add the community. Also note that several posts are gone, and the market has been updated to reflect its new function.

Next, we have a new ruling on gaining powers from other worlds. Currently, you may gain the ability to use exactly one ability from another world if you so choose. The opportunity to do so will be presented with various job events at mod discretion. In order to learn another ability, you must already possess the aptitude for the supernatural, if your character is normal, normal they shall remain. We may extend this limit later, but as of now, the ability to learn the abilities of other worlds is strictly regulated. These learned abilities will function normally in their own world and within Confuto Ordinatio, and will be subject to the same power alteration functions imposed by other worlds. That being said, there is nothing preventing normal characters from attempting to learn mundane abilities such as swordplay or mecha piloting, and the opportunity for that will show up as well.

Thirdly, regarding jobs. Due to the general success of the event, all major jobs will be game-wide events (not all of them serious) from here on out. That said, you are still welcome to run your own jobs, as it is assumed the characters are still doing them off-screen. In general, the mun who proposed the job has free reign to run the job as they please, however, they must refrain from using any major NPCs within their setting without explicit mod permission. In general, we try to avoid using characters that could conceivably be apped, but otherwise, go nuts and have fun.

Lastly, we've been getting a few complaints regarding some of the 4th walling that's been going on. Now, a bit of 4th walling every now and again is perfectly OK, but remember in order to engage in ANY 4th walling you MUST have permission from the mun (in order to get that, either send them an IM, PM, or use a general Permission Post to garner permission. Being 4th walled can have serious implications for someone's characterization, and it's just good manners to ask before you subject anyone to it.

Man, I'm exhausted. I've been working on both ends for the better part of a week, but the gates should be routing normally now. Damned filing management went on vacation and everything went to hell, this division got switched with 0059. If you guys are having any other problems, let me know.

[The AU event is now CONCLUDED! From this point on no new AU posts may be made, but all posts made before this can be backlogged. All gates are back to normal and the AU's have returned to their normal position as part of Confuto Ordinatio division 0059. For those of you who were AU'd, your character spent the last week in division 0059 while their counterpart was off in your division (0134, for the record) being equally confused. Put simply, all the AUs that were present over the last week are existing agents in another part of Confuto Ordinatio. Those who are inclined to dig or who were over in 0059 are welcome to generally figure this out as well.]

All right gang, Sakura con is over and the mods have recovered sufficiently. That means BIG CHANGES! Firstly, all money is abstracted. The market will remain in place, characters can continue to buy random crap within reason (a few things a week is reasonable, half the market in a week is not, use your best judgment).

Secondly, we will still have jobs and bills. They are moving to a monthly cycle, and all job listings will be for jobs that are logged. You can assume other jobs are taking place, and that they are generally probably really stupid and/or dangerous. Feel free to make them up and complain about them!

Job suggestions will still be accepted, but they will be different. Now, you will pitch logged jobs to us, and it will be generally assumed that you will run them (though you can request or pitch jobs that require mod input). We'll give you the go-ahead if it is a workable, job, and then you will post a sign-up in the job post. Feel free to make an in-character post directing people to the job if you wish.

Bills will now have a greater level of deliberation, characters will be able to interact with NPCs and ask questions about the bill in addition to discussing it amongst themselves to keep them up with the monthly cycle.

Finally, all Worlds and Drops will officially be processed on Fridays, just to keep everything nice and organized. That's about it, we'll get some of the recent bills that passed (like the Garden and the Food) next week. If you've got any questions, feel free to ask 'em here.

Edit: Oh! Almost forgot! All active accounts with at least 1 Platinum in them will net their character 1 free Carry-Over license, active accounts with 120 Platinum or more will receive 2 free Carry-Over licenses. All Carry-Over licenses will henceforth be limited to events.

All right gang, in the course of running this game we mods have been realizing a few things, and some major changes are going to need to happen.

1) Jobs. While we like jobs, it's fast reaching a point where it's not particularly feasible. The initial idea behind jobs was to give players a fun thing to do, as well as RP prompts and ways to encourage them to visit other worlds. While this has been somewhat successful, thinking of ten new jobs every week is hard, and if the community grows much more, we'd need more jobs. On a weekly basis, this is exhausting. As mods, we've noticed some lack of desire to actually just PLAY our characters due to the requisite modwork with jobs, which is bad.

2) Money. Initially this program was created to compliment the job system and give the characters fun, random crap to buy. However, things characters want to buy aren't really keeping pace with the random crap we can think up with to populate the market, and accounts are becoming oversaturated.

3) Bills. This ties in with the money system and while bills are working out fairly well, it's still hard to think up random things to add, and having the deliberation cycle on a weekly basis lowers deliberation time. Also, as councilors are (rightly) becoming suspicious of the system, simply having vague bills isn't going to cut it.

So, this is our general idea.

1. Jobs will be much sparser and moved to a one-month cycle, with a number of more plot-oriented jobs each month. They will consist entirely of logs, which generally take several weeks to complete anyway, but you can still assume your characters are doing random jobs on the side and are encouraged to make up random jobs as RP prompts.

2. Money will be abstracted, the market will remain and characters can generally just buy whatever random crap they want, within reason. Carry-over licenses and other abilities will be handed out based on other factors.

3. Bills will be generally more involved with NPCs interaction, and also moved to a monthly cycle.

Additional Stuff: We'll also try to have events with reasonable frequency.

So, that's what we're thinking. We are, of course, welcoming community input since we want to make a solution that works for everyone, so tell us what you think! Whatever we decide, we'll probably implement the changes next week.

Due to voting, the following changes have been enacted:
A technological education project is being drafted. Check the job board for more information.
The library is being expanded, it should be completed in 5-7 business days, barring unforeseen complications.
The Agent Dorms are being expanded, and the number of Agents in a room is now restricted to 2. As a related note, the following Agents are to vacate their room immediately:
Len, Ionae, Garret, Chris, Yosuke, Anna-Lin, Yuber, Akane, Meryl, Gray, Ivan, Rita.

They will be reassigned when the new dorms are completed in 5-7 business days.

With the successful completion of many of the available jobs, further new jobs have been added for your perusal! In addition, greater information has been made available regarding the compound and its services. We hope this will help make your work with Confuto Ordinatio quicker and more efficient!

Announcements (OOC)

As more villainous characters are apped in, we want to give them ways to act within their idiom. Usually in an RP setting it's difficult to properly play a villain, as they require antagonistic relationships that don't tend to work. In order to fix this, we are going to implement a special friends-locked post that only villainous characters who specifically PM the mod account asking to get in on it can see. What does this post contain? Due to voting, the following changes have been enacted:
Enforcers who have served with Confuto Ordinatio for 200 years have been granted a pension! Sgt. Morrison was seen crying tears of joy in the break room.
Agents and Enforcers will soon be required to wear uniforms to boost morale and uniformity while in Confuto Ordinatio! Design submissions for the uniform will be accepted this week.
Construction is underway for a new laboratory facility within Confuto Ordinatio! It should be finished in 5-7 business days.

With the successful completion of many of the available jobs, further new jobs have been added for your perusal! In addition, greater information has been made available regarding the compound and its services. We hope this will help make your work with Confuto Ordinatio quicker and more efficient!

Activity Check (OOC)

It is time for Planeocracy's very first ACTIVITY CHECK. Feel free to check the rules for some details, but basically it goes like this!

Comment here with a link to a post or 5-comment chain you have been involved in. Due to the nature of the first activity check, this will extend to something made within the game's existence, but for ever following activity check it will be over the monthly cycle. The check will last for the entirety of this week, after which any characters without posted activity will be placed on probation, and, if they do not make activity within the next two weeks, they will be ejected from the game. This is also a good opportunity to remind you all to tag your posts properly! That should make finding activity much easier. Finally, if you do not CURRENTLY have the activity to meet the check, you can link activity that occurs within the week we are processing activity checks.

Edit: If your character joined AFTER the posting of the Activity Check, you do not have to post availability this cycle.

Regarding jobs, we are making a policy official. This game has a lot of canons, and we can't, as mods, possibly know them all. While we will try to represent every canon we can in jobs, we really need as many suggestions from you guys as possible to keep a steady flow of jobs and make sure every canon is represented. Thus, if you want a job for your canon, the best way to get it is suggest things, it will help us get more jobs out. And also on time.

Agents and Enforcers can now propose bills! There must be at least 6 Agents supporting a bill, and each Enforcer supporting the bill counts as two agents. The individuals must have a pre-set bribe ready and be able to meet the bribe cost between them in order to pass the bill.

Announcements (OOC)

All bill votes will now be processed Every Saturday at Midnight (Sunday morning). Bills with at least one vote will be processed, those tied will remain in the queue. Since this wasn't determined, all bills that haven't had an obvious amount of voting will be retained. In addition, bills now have discussion sections, all councilors are able to talk before voting. Finally, bill success/failure is determined solely by PC councilor votes as we have enough councilors for the system to work. As such, proposing a bill now requires a stated bribe you are offering, and players decide ICly if it's enough. Proposing bills without enough money to follow through on all bribes may have... consequences.

We are now limiting the character roles. You may only play one Councilor and two Enforcers, but may play as many Agents as you wish. Those who have exceeded the limits before this rule was made are free to keep all their characters as usual, this only applies from this point on. If you have more than two Councilors, you may only vote on a bill with one councilor you play (though the others may discuss).
